David Hill

David specialises in public law, governance, pharmaceutical law and information law.

He has over 14 years’ experience advising key clients including public sector and public funded bodies, as well as healthtech businesses and private healthcare providers.

David specialises in advising the health and social care sector on high profile programmes and projects, including advice on arrangements for collaborations between organisations, legislative reform and service reconfiguration. He also advises healthcare organisations on their obligations under data protection and related legislation. 

David’s experience includes advising:

• NHS England on the proposals for NHS legislative change set out in the Health and Care Bill 2021, as well as accompanying regulations and statutory guidance. He has supported the development of governance arrangements for the establishment and operation of Integrated Care Systems since 2016.  
• On the information law aspects of the NHS Volunteer Responders app, created to help support individuals self-isolating during the COVID-19 pandemic.
• Health Education England on the establishment of the Centre for Advancing Practice, for the purposes of establishing and monitoring standards for education of advanced practitioners across the healthcare workforce.
