Claire Moore

Claire specialises in advising clients facing investigation and prosecution by the Police, HSE, Local Authorities and other regulatory bodies. This includes investigations into manslaughter, health and safety, food hygiene and fire safety offences. Claire also regularly provides advice and training to organisations on compliance with their health and safety and other regulatory duties.

She has over six years’ experience at DAC Beachcroft advising clients across a range of sectors including the public sector, care, construction, manufacturing, road haulage and retail and leisure. Prior to this, she worked in-house for a large multinational media organisation in their regulatory department.

Claire advises clients at all stages of dealing with a serious incident. This often involves advice on the initial response to a serious incident including investigation of the incident, internal and external communications and dealings with regulators. She is experienced at representing clients at interviews under caution and through enforcement action, including cases heard at the Magistrates and Crown Courts. She also regularly represents clients at inquests.

She has had much success in persuading regulators not to prosecute her clients and to drop enforcement notices. She has also successfully challenged a number of large Fee for Intervention invoices resulting in cancelled or much reduced invoices.

Claire is a key part of the cross sector team advising one of the Core Participants in relation to the Grenfell Tower fire, including the Grenfell Tower Inquiry and the Metropolitan Police investigation.

Claire’s relevant experience includes advising:

• A road haulage company through an inquest and HSE investigation following a fatal accident when a load fell from a tail lift. The outcome was that the HSE decided not to prosecute the company. Claire’s representations to the HSE in relation to the Fee for Intervention invoice resulted in cancellation of an invoice of almost £50,000.
• A construction company and its director in relation to a seven week trial at the Old Bailey for health and safety and gross negligence manslaughter charges following a large window frame which fell killing a pedestrian. The trial involved seven defendants and was widely reported in the national press.
• The owner and manager of a care home following the death of a resident in a road traffic incident. Claire provided legal representation at an interview under caution into gross negligence manslaughter offences at the Police station. The outcome was that the Police decided not to pursue its investigation further.
• A local authority in relation to a complex and highly sensitive two week inquest following a double domestic homicide.

Claire was named as a Rising Star in the Legal 500 in 2022 where she was described as having “a fantastic legal brain and tactical judgement that is second to none.”
