Dublin Office Appointed to the National Framework for Public Bodies and Regulators in Ireland

Overview

The Dublin Office has been successful in being appointed by the Office of Government Procurement (“OGP”) to two panels for the provision of multi-disciplinary legal services to (i) the Regulatory Sector and (ii) General Public Sector bodies.  This is a major appointment for the Dublin Office.  The OGP is responsible for coordinating the procurement of all services on behalf of the Irish Government and has a similar remit to that of the Crown Procurement Service in the UK.  To put this into context, the OGP’s Request for Tenders set out that all Irish City & County Councils and over 200 Regulatory and Public Sector Bodies are included within its national framework.  In practice, all such bodies are required to source their services from the OGP Panel by way of mini-tenders (unless they can demonstrate that exceptional circumstances arise) so this appointment unlocks a significant number of new opportunities for the Dublin Office.  The award of this tender enables the Dublin Office, as a full service office, to get work being tendered from all the public bodies in Ireland for all their legal services.

Given the importance of the framework to the Regulatory, Professional and Public Law team in particular, Gary Rice took overall responsibility for the bid with the submission drafting led by Aideen Ryan during May and June 2020 with extensive assistance from Alex McGough of the bids team in Bristol throughout and additional assistance from Brian Ormond in the lead up to submission. The range of services to be profiled required input from across the Dublin Office and this appointment success is a testament to the significant investment in recent years in developing the full-service offering of the Dublin Office.
