  • Biography

    Charlotte's core practice covers public, regulatory and data matters, including:

    • Defensible decision-making: Including advice on requirements as to lawful and reasonable decisions, public involvement (including consultation), equalities, and governance.
    • Commissioning and de-commissioning: Charlotte is recognised for her expertise in NHS commissioning and regularly advises commissioners and providers on all aspects relating to both commissioning and de-commissioning.
    • Integration, collaboration and devolution: Charlotte has supported NHS and other bodies through various stages of statutory and policy change, since her work in supporting the establishment of Clinical Commissioning Groups in 2012-2013. This includes advising on sector-leading collaborative arrangements to use the flexibilities introduced following legislative change in 2021-2022. Charlotte was also seconded to the London Devolution Programme and played an integral role in supporting the work of London partners to develop the devolution agenda for health.
    • Investigations: Charlotte has recently advised an ICB on a long-running and complex patient safety investigation. She also has recognised expertise in relation to maternity and neonatal investigations.
    • Data and information law: Charlotte's expertise in this area is recognised and encompasses all aspects, from complex requests for information (whether FOI or SAR), the development and deployment of new technologies, or the application of confidentiality in information sharing arrangements.
