    Brief Details of Legal Experience

    Joanne Finn heads up the EU, Competition & regulated markets team at DAC Beachcroft UK and Dublin.

    With over 20 years’ experience Joanne is an expert in EU and Irish law and particularly in competition, State aid, procurement and (specialist) litigation. She has sector experience in healthcare, infrastructure, energy, telecommunications, agri-food, retail/consumer and aviation.

    Her activities include advising on merger control, competition compliance,  State aid, and investigations by and complaints to the Competition and Consumer Protection Commission and the European Commission. Other key activities include advising on regulatory aspects of transactions, trade law and procurement. Joanne has a particular interest in specialist litigation in the EU law sphere.

    Joanne is currently Vice President of the Irish Society of European Law and was its Chair from 2013 to 2015. She is the founder and the Chair of the sub-committee on the Procurement Law Forum. Joanne regularly lectures on competition law, procurement and State aid.

    Joanne’s recent experience includes:

    • Ongoing competition advice to a leading Irish oil company on its acquisitions strategy, including on structure and timing of acquisitions.
    • Ongoing advice to a leading energy retailer on its commercial relationships with resellers for competition and merger control purposes.
    • Advices to two national database owners on the competition, State aid, procurement, and strategic commercialisation matters arising from the State ownership of databases.
    • Advising a range of corporate clients in the energy and pharmacy sectors on competition and merger control, including on the structure of joint ventures, notifications, formal requests for information, phase 2 clearances and meetings with the CCPC during market investigations.
    • Advised the Department of Public Expenditure and Reform (DPER) on State aid and procurement aspects of a proposal to fund a national database of non-profits, including on the interaction between the SGEI rules and public procurement law.
    • Advising a key telecommunications operator on multi-jurisdictional regulatory compliance.
    • Advices to the State Health Agency on a wide range of corporate contract procurement matters including strategic advices on the structure and specifications of procurement process and successfully a challenge to a nationwide procurement of a(€50m) contract for the delivery of the flu vaccine.
