Soo Sing specialises in health sector commercial, regulatory and governance matters.

She joined DACB from NHS England where she gained 14 years’ in house experience advising NHS England and predecessor organisations on legislation and provider policy, regulation and transactional issues. Her key clients include NHS Trusts and Foundation Trusts, ICBs and independent operators of health and social care and NHS England.

Soo Sing has an in-depth understanding of the range of issues affecting the governance of health services and offers practical and commercial solutions.

Soo Sing’s experience includes advising on numerous NHS mergers and acquisitions, contracts for goods, services and IT, NHS subsidiaries, high-profile enforcement and regulatory action and collaborations of all forms.

Relevant experience includes advising:

• Advising on the structure of a multi-faceted transaction involving the acquisition of an NHS trust and associated transfer of services.
• Advising on CQC registration issues with regards to a collaboration between a private healthcare provider and a provider of well-being services.
• Advising an NHS hospital on the set up of a Hub drawing together, and co-locating, support services from voluntary organisations.
• Advising various NHS foundation trusts on the set-up of limited liability partnerships.
• Project managing due diligence on a large scale provider of healthcare.
• Advising on governance issues in the context of a strategic collaboration between two NHS providers.
• Advising ICBs on contracts for IT platforms.
