Esther advises commissioners and providers of health and social care services on commercial and governance issues, including integration projects, joint ventures, section 75 agreements, shared services arrangements, income generation and primary and secondary care contracting.
Her work has included advising NHS England, CCGs, NHS Trusts and Foundation Trusts, local authorities and independent sector health providers.
Esther is an experienced project manager of large and complex NHS transactions including mergers and dissolutions, and is currently advising a number of commissioners and providers on new models of care.
Esther’s recent experience includes in particular:
Providing strategic advice to a CCG with ‘vanguard’ status on potential contractual and governance arrangements for new models of care;
Project managing the firm’s advice on the establishment of a shared pathology service joint venture between two NHS Foundation Trusts;
Advising a group of CCGs on collaborative commissioning arrangements across various geographies to implement ‘place based commissioning’;
Advising various CCGs and local authorities on Better Care Fund section 75 arrangements.
She regularly provides training on various subjects, including contracting models for integration and the FT regulatory regime.
