Eleanor has been advising on information law questions for over a decade.

Her work covers:

  • Freedom of Information Act requests;
  • Environmental Information Regulations requests;
  • Subject access requests under the Data Protection Act;
  • Data sharing powers and protocols;
  • Re-use of Public Sector Information regulations;
  • Patient and service user confidentiality;
  • Right to privacy under Article 8 of the ECHR;
  • Handling data security breaches;
  • Claims for damages under the Data Protection Act.

Having spent a year on secondment to a public authority to help with their backlog of information requests, Eleanor has a real appreciation of the issues that information officers face on the ground.

Eleanor has acted on Information Rights Tribunal cases for the Higher Education Council for England, the Financial Reporting Council, OFSTED and the Rotherham NHS Foundation Trust.

She is advising on the award-winning NHS Whole Systems Integrated Care project, a data sharing initiative in north-west London. She recently led the DACB team that advised Water UK on the application of the EIRs to the water industry. She is working with the NHS on the implementation of the new General Data Protection Regulation.

Also, Eleanor is an experienced litigator, handling judicial reviews in the High Court and the Court of Appeal. Eleanor's JR clients include the National Institute for Health & Care Excellence, NHS England, the Health Research Authority, the NHS Litigation Authority and the Royal College of Surgeons.

In addition, Eleanor advises public sector organisations on their decision-making, including consultation with service users and compliance with the public sector equality duty.
