For twenty years, Carol has specialised in commercial advice for health sector clients advising, in particular, on managed equipment projects for diagnostic imaging, radiology and radiotherapy, and pathology services and IT projects for PACS, EPR and LIMS systems.
She is currently advising a number of trusts on their collaborative procurements for pathology managed services, including advice in relation to corporate/contractual structure and commercial contract advice. She is advising a number of trusts on procurements for managed equipment services for diagnostic imaging equipment. She advises NHS Commercial Solutions on its radiology/radiotherapy managed equipment framework and call offs from the framework.
Carol also provides specialist advice on all aspects of EU procurement law. She has extensive experience of drafting and reviewing OJEU notices, advising on the correct procurement categorisation and procedures, advising on contract thresholds, advising on use of OJEU exemptions (including “in-house”/Teckal exemptions), advising on procurement time limits and use of accelerated procedures, advising on evaluation criteria (both at PQQ and tender stages), and on contract award procedures including Alcatel.
