Primary and Acute Care Systems (PACS)

NHS England published PACS guidance in September 2016 which brings together learning and best practice from the nine PACS vanguards to support and assist emerging PACS models.

In summary, the guidance covers the following points:

  • Funding will be available to support new sites from 2017/18
  • PACS contracts can be commissioned by a single CCG or multiple CCGs, NHS England, or a local authority
  • NHS England has commenced work with a number of national bodies to address issues that may be seen as traditional barriers to integrated models, including pensions, indemnity and VAT
  • There are a number of different contracting models for a PACS, including virtual, partially integrated and fully integrated, each with different contractual structures required
