The Surveillance Camera Commissioner (SCC) was set up to further the CCTV regulatory aims under the Protection of Freedoms Act 2012 and regulates the use of CCTV by public bodies. In 2013 the Surveillance camera code of practice (the Code) was released by the Home Office. It is the SCC's role to review the Code; support CCTV use in compliance with the Code and to advise ministers as to the Code's need for update or amendment. The SCC has no power to enforce or inspect compliance with the Code and the Code is only mandatory for specified authorities including local authorities, the police and crime commissioner; however, organisations which use surveillance cameras are advised to voluntarily submit to the Code's good practice guidelines.
On 22 February 2016, the SCC released:
The Surveillance camera code of practice: third party certification scheme implements a 2-step certification process under which organisations who use public space CCTV systems can gain accreditation that they operate surveillance systems under the best practice guidelines and in compliance of the Code.
The self-assessment tool was produced so that organisations could evaluate their compliance with the 12 compliance principles set out under the Code.

All organisations whether public or private should be aware of the Code, as, although not applicable to non public bodies, the Code's guidance together with its associated self-assessment tool may be a useful aide where it engages in any CCTV surveillance activity.
