Singapore – Government info-communications and media restructure

Published 1 February 2016

What does this cover?

On 18 January 2016 Singapore's Ministry of Communications and Information (the MCI) announced the restructuring of the current Communications and Media bodies to create two new authorities: the Info-communications Media Development Authority of Singapore (the IMDA) and the Government Technology Organisation (the GTO). As part of a development plan launched in August 2015 for the info-communications and media sectors, the restructure acknowledges the importance of the digital economy in Singapore and the requirement for government authorities to adapt in order to support the increasing use of IT. The administrative process will begin in April 2016 with the two bodies being established during the latter half of 2016.

The IMDA will be responsible for uniting the two sectors and executing the development plan through policy implementation. There will be an increased regulatory focus to ensure consumers are protected whilst encouraging enterprise. To support the safeguarding function, the Personal Data Protection Commission will become part of the IMDA, which is hoped will boost confidence in this area.

The GTO will be responsible for implementation of the development plan within the public sector, with a focus on usability and cyber security in relation to government IT systems. It will also have responsibility for cultivating talent to ensure the continuous development of new technology for government IT infrastructure.
