Procurement Alerter: CCS Short Form Terms and Conditions - May 2014

A new Procurement Policy Note (PPN 06/14) highlights that the Crown Commercial Service has published two new sets of "light touch" terms and conditions for purchasing goods or services.
Authorities can use the new terms and conditions for "low value" procurement where the likely contract value is below the relevant procurement thresholds, but the terms and conditions will not be suitable for construction works or IT contracts. The intention is that use of the terms and conditions will avoid the use of "overly complex terms which can increase costs and act as a barrier to the involvement of SMEs" in procurements.
The terms and conditions take the form of a front sheet letter with specific requirements to be completed for each contract, and a detailed back end containing the standard terms and conditions applicable to each contract.
What are PPNs?
Procurement policy notes which sate central positions on procurement practice and require mandatory compliance by Central Government Departments, Executive Agencies and Non-Departmental Public Bodies. Other bodies may follow their approach and recommendations voluntarily.
