Robert is a partner in the Health Commercial team, currently leading on the firms approach to supporting the development and authorisation of Clinical Commissioning Groups as well as advising clients on the impact of the changes in the NHS structure being introduced by the Health and Social Care Act 2012. He has previously led the firms approach to the Transforming Community Services (TCS) advising a number of PCTs and FTs on the TCS process as well as work with SHAs and the production of national template documentation. He is also currently advising a number of Foundation Trusts on mergers/acquisitions and joint ventures and working on integrated care pathway models for NHS organisations. Robert has experience of advising on a wide variety of commercial health agreements, for a diverse range of public and private health sector clients (including commercial organisations as well as the Department of Health, Foundation Trusts and other NHS bodies). In particular Robert specialises in the drafting and review of Commercial Contracts and the application of the Public Contracts Regulations 2006 and EU Directives.
Robert has delivered internal and external seminars on a variety of topics including the impact of the Health and Social Care Bill, "Any Qualified Provider" procurement processes, Competition Law in the Health Sector, EU and UK Procurement Law, Contracting and Procurement Skills, Competitive Dialogue, Equitable Access and Strategic Partnering issues. He has had articles published in the BMJ and HSJ and recently spoke at the "Commissioning Show" on the development issues for Clinical Commissioning Groups.
