Simon Kelly is based in our Manchester office and specialises in contentious and non-contentious planning, compulsory purchase, highways, and in the property and planning aspects of public law.
He advises both commercial and public sector clients on all aspects of major commercial and residential developments, including negotiating complex 106 agreements, advising on securing planning permission in the green belt, planning appeals, planning enforcement, judicial reviews and statutory challenges to local authority decisions, as well as on promoting and opposing compulsory purchase orders. He also advises public sector clients on preparing their Community Infrastructure Levy schedules, and on preparing and adopting planning policy.
Simon has worked on 'both sides of the fence', having spent the majority of his career in private practice, but also having worked for two years as the in‑house principal planning solicitor at the London Legacy Development Corporation, the public organisation responsible for the post-games redevelopment and regeneration of the Olympic Park and surrounding areas in East London.
